Unsafe Banking ??

Recently, Government has directed Bank to ensure that fake notes are not given to the customers through ATMs (or Bank's counters). It is surprising the Govt. has NOT protected the customers - the recipients of such fake notes from ATMs/Banks counters and also from Post Offices, and offered suitable guidelines to them as to WHAT TO DO if fake notes are received. The laws clearly mentioned that the holder of the fake note is liable for all consequences. As soon as I receive a fake note, for example, the same belongs to me and, when detected during the time of exchanging that fake note against some purchases etc, the police will definitely arrest me for owning fake note. How to get rid of this ? The ATM watchmen/guard cannot be asked to be a witness or like that. Then ???
